The Owner's Guide was developed by the Board of Directors to simplify the process of finding and understanding the Governing Documents, which include the Declaration and Bylaws, and the rules and policies that the Board has developed to supplement them.  It is updated regularly and is the place any owner should start when he or she has a question about administration of the community.

A declaration is a foundational document, required by State law to be provided to every owner prior to settlement, that defines the legal framework for property ownership and usage within a specific development.  Our Declaration is filed in the land records of Dorchester County and its contents run with the land, meaning every current and subsequent unit owner is subject to its terms.  Amendment of the Declaration requires the written consent of 66 2/3 percent of the unit owners. (Condo Act., Section 11-103).

The Bylaws are the operating rules for the Corporation and the Board of Directors. They, too, were provided to every owner at settlement, are filed in the land records of Dorchester County, and run with the land, meaning every current and subsequent unit owner is subject to their terms.  Amendment of the Bylaws requires the consent of 60 percent of the unit owners. (Bylaws, Art. XVI).

The Bylaws require the approval of the Architectural Review Committee (ARC) for certain internal and external changes to an Owner's Unit. The place to start in learning more is the Owner's Guide, above. Where ARC approval is required, an Owner should download, review and complete the ARC Criteria and Form.  They should be submitted with the appropriate fee to Legum & Norman, as indicated on the form, and also emailed to the ARC. 

The Board typically meets monthly on the 2nd Wednesday of the month via Google Meet.  Agendas are emailed to Owners at least 10 days in advance of the meeting. The meeting agendas and minutes are accessible to Owners here.
