The Association
The Deep Harbour Townhouse Condominium Association, Inc. was incorporated in Maryland on June 15, 2022. The Articles of Incorporation, which are, in essence, the corporation's birth certificate, specify that its purpose is to "provide for the administration of the condominium regime," and, more specifically, to:
Make and establish rules and regulations governing the use of the condominium;
Levy and collect assessments to defray common expenses;
Maintain, repair, replace, operate and manage the Condominium;
Contract for the management of the Condominium;
Enforce the provisions of the Declaration, the Articles of Incorporation, the Bylaws, and the rules and regulations governing the use of the Condominium; and
Exercise, undertake and accomplish the rights, duties and obligations imposed by the Declaration.

Composition
The Articles of Incorporation provide, with some exceptions, that the affairs of the Corporation are to be managed by a Board of Directors. The composition and duties of the Board are further enumerated in the Bylaws, which are rules that govern how a corporation operates, and in the Maryland Condominium Act. Our bylaws, which were written by the builder, Beazer Homes, specify that:
The number of elected directors is determined by a majority vote of Owners at the Corporation's Annual Meeting;
Those elected serve a term of three years;
The Directors elect the Officers, which include:
A President, who must be an Owner and has the power to appoint committees, among other things;
A Vice President, who need not be an owner and who may act in the President’s stead in his absence;
A Secretary, who need not be an owner and whose duties, which consist of keeping the corporate records, may be merged with those of the Treasurer; and
A Treasurer, who need not be an owner and whose duties may be delegated to a management agent or bank.

Barbara Hopkins, President
Trained as both a lawyer and landscape architect, Barbara has been leading environmental nonprofit organizations for 17 years. Earlier, she practiced law and served as vice president for institutional advancement at an urban community college. Originally from Harford County, she and her husband Norm were attracted to the area by its beauty, proximity to downtown Cambridge, and vast array of recreational opportunities.

An owner of a home improvement business, father of two and an avid boater, Jim has run several businesses and has a BA in Business. Appropriately, he and his wife discovered Cambridge via the water and fell in love with its beauty, friendly people and authentic, water-oriented vibe. A bike ride haphazardly led them to Deep Harbour and one thing led to another and they bought their retirement home. They have met many wonderful neighbors and they are so pleased to be part of this community.

Karen retired and moved to Cambridge in 2022. She worked 40 plus years in job cost accounting for electrical and general construction companies. With that that as her background, she wanted to serve on the board to understand how our HOA dues were being spent. She has certainly learned a lot from serving on the board and will continue to keep a watchful eye on our finances.
Kerry Walters, Vice Treasurer
Kerry Walters, Vice Treasurer
Kerry and his wife, Susan, have been full-time Deep Harbour residents since 2024. Kerry brings more than 30 years of executive, financial, operational, and consulting experience to the DH TH-VI Board. He has worked primarily in heavy construction and federal government contracting where he served as a CEO, CFO, program director, business consultant, educator, and mentor. Through these roles, he has provided strategic leadership to nonprofit and business organizations. Kerry holds an MBA and a BS in Accounting and Management and is a Certified Professional Contracts Manager (CPCM) and Project Management Professional (PMP).
Kerry and Susan enjoy boating, tubing, and fishing with their four grandchildren. They also support several local ministries through Grace Methodist Church in Cambridge, including the Cambridge Grade Level Reading Program, MidShore Meals til Monday, One Mission Cambridge, and Kairos Prison Ministries at Eastern Correctional Institution.

Andre has been a member of the THVI Board since its inception in September 2024. He wants to serve on the board simply to help the community in any way he can and to assist in improving the community as a whole.

Currently, the Board delegates some of its responsibilities, such as collection of monthly assessments and fines and management of Owner questions and concerns, to Legum & Norman, our Association Manager. If you have a problem in your unit or need to report damage or a violation of the governing documents/rules, start with our Manager's Agent, Olivia Jackson.
